Ominous Cloud, H-9 in South San d'Oria right now on Seraph.
I assume he follows the circus performers, since on Bismarck he's in windurst.

He takes 99 of a tool + 1 wijnruit, and you can trade him multiples of the same tool just like arrows (i.e. shihei 99x4, wijnruitx4, =4 tool bags of shihei).

Ominous Cloud, travels with the performers who visit the first-place city. A stack of shihei and a Wijnruit (available from the market in Upper Jeuno, and also from a vendor in whichever city has... Pashow, is it?) turns into a pouch of the tool, which is basically the same as the regular tool stack of 99, except that it can also be stacked now.

So, remember to bring a wijnruit for *every* stack of Shihei that you want to collect in the pouch. Pouches stack to 12.

The circus's are found in:
South Sandy to the left of the AH if you are looking to the gate way to North Sandy.

Port Bastok just after the bridge and before you zone into North Gustaberg.

Windurst Woods around the fountain, if you are looking towards the path to the AH the circus is to the left.

These are where the circus main area is, Cloud will be some where close by not right around the circus, but within probably 1 block of them. Just sub rng or bst and try to widescan him if you can't find him quickly. What I said should help you out some though. And remember he is in the #1 ranked nation.
