some people get banned from FFXI, so they buy new account

some people got lv75 but bad job, so they buy new account to play in dynamise and join HNMLS

some people are total noob and just pay more money for lv75 job

there is always reason behind it, some people want to change the server, they sell their acccount, and buy new account another server
