Where can I find Ragtimer?

Dear Montada readers,
I'm new here and this is my 1st forum, (Writing in English is easier 2 me) and my question is: how can I find the monster that gives me money by answering his question?
Also, is there any other ways 2 get a moonstone? All I know is that you can get it in the mountain path and from the friendly monster, the puple Jabberwock in the Lost contenent

انا عندي سؤال في ميجا مان اكس 4 شو اقوى حركة اسويها ضد البنت اخت الي قتلته يوم اضارب معاها انا يالس العب بزيرو

Use Up+Triangle (Defualet), this will help u destroy SOME of the things that get out of her, when u attack her. Do this until u see a 'diamond' coming out of her armor, now ATTACK THE DIAMOND, THAT'S HER WEAKNESS. You can't do any damage 2 her, unless u hit the diamond. However, the diamond WILL attack u when she is ready to shoot her laser. After deafeating her, the game will continue normally (The same stages & bosses).
Here's a little something 2 help u in deafeating the 1st Sigma, use a weapon that goes UP! Yours truly,
