This is a theory I recieved from a friend. Based on the the name Destiny Plan, the chairman mentioning about DNA and the fact that he was a close friend of La Crueset, my friend theorized that he plans to build a biological resonance bomb wiping out not only all naturals, but all coordinators as well. This theory may seem absurd, but please take it into consideration and please reply me on your comment.

You know if ya look closely at the note paper you can see a graph of the life span of different animals including humans. The rat was at the bottom of the graph under the life span of 5 years. Then you go higher through other animals then you get to humans with the life span of 100. The only one higher was a turtle with 140 years. On top of everything on the graph you find the word Destiny Factor. Then there is talk on the top about the Recombination of DNA.
Recombination (Encarta Dictionary): any process that gives rise to offspring that have combinations of genes different from those of either parent, such as crossing over and independent assortment of chromosomes during gamete formation.
My guess is he’s trying to find a way to live longer… maybe forever? Maybe he wants to start a whole new species of humans that live longer and he can rule over with his own ideas? Maybe by doing that he thinks he can become God?

It could be just me but if you think about the title of the series, Gundam SEED Destiny, SEED is all capitalized. Maybe, to further add to Sandino T, Dullindal is planning a bomb that will eliminate everyone except those with the SEED characteristic. Shinn has clearly demonstrated that he possesses SEED mode but Rey seemed more the more logical canidate to receive the first gundam since the previous wars. Since Gilbert is a geneticist or however u spell it, he may have localized a virus that attacks that segment of DNA but those with SEED are immuned to the virus. So his intent is to make a world of pure SEEDers, and since most of those who posses SEED appear to be coordinators a pure coordinater world may follow. thanks for listening to my rambling.

I think that the Destiny Plan is to evolve humans to another level, because as history and science stated, organisms are destined to be carried throughout time by means of evolution. Maybe the Destiny Plan is to evolve Coordinators, but this plan will take place on Earth, and by means, if the Plan is to only evolve Coordinators into the next generation of humans, then the Natural will probably be killed by this plan, because Naturals are as evolved as Coordinators. And my support behind this is:

SEED has two things in common like my interpretated, the word Evolve or Evolution and Destiny. This also proves that in GSD, evolution is a destined factor, which means that the Destiny Plan has the ability of evolving human beings, but seeing how Dullindal is a Coordinator and everything he holds dear affects the DESTINY of the Coordinators. However, Athrun, being a humanitarian, would dislike this sort of thing and go against it. Same with Kira and Lacus. If my interpretation is correct and Dullindal's plan is successful, then we may see alot of Naturals dead and some Coordinators who aren't compatible entirely to the Destiny Plan.

If you may have noticed, there are three new faces which appears in the Opening Theme, one of whom has a profile which Lacus showed to Commander Waldfeld. I think these guys are affiliated with the Chairman and will bring about the new universal order, as what Lacus fears. This universal order maybe akin to Starwars, where Chancellor Palpatine tried to eliminate all hostile forces. Likewise, Orb is due next, as the Chairman would want to the threat of another superpower.
Rau Le Creuset once mentioned of man's dream of becoming better than everyone else's. Thus, after winning the support of the PLANT and the EAF, the Chairman would eliminate every nation that opposes his will and justify it by saying that they are siding with Logos. Thus, he will prepare the mindset of the people with his hidden scheme.
The Destiny Plan may not be an invasive technology but somelike parallel to genetic engineering or cloning. If you would recall George Glenn was the beginning, just as the Chairman (Eps. 30) would start from square one to change the course of humanity. Cloning would be the most likely agenda behind the Destiny Plan. This may have perfected after Rey Za Burrel's genetic make-up. Thus, mankind will always try to outdo each other by creating better clones of themselves.

I believe the destiny plan is not a virus or weapon. I think it's a method of developing coordinators with the "seed". he worked with Hibiki and Le Crueset so it's obvious he knows about kira. I dont think he knows if kira's alive or that he pilots the freedom. kira was the oringinal test subject for the seed project and i believe that shinn and athrun were created without the full seed power in case of side effects. no explination on cagalli or lacus yet, but rey is definatly a perfected clone of rau le crueset, given his newtype reaction to mu. i think dullindal has perfected the process and with enough time will be able to summon up an army of "seeds" to his command. P.S. adenine, guanine, thymine, and cytosine are all natural parts of DNA and the differences between humans is only 2% by gender. rearranging the DNA at the cellular level is difficult but keeping the DNA from mutating is the true impediment. the artificial womb was developed to suppress mutations in the cell division process. if dullindal has perfected the artificial womb he can create more kiras. neither side couldn't handle one, imaging a hundred peple with kira's abilities.
